Punjab Hands Over Five Key Highways to Private Sector Under PPP Model

LAHORE: In a major push to modernise provincial infrastructure and boost fiscal revenue, Punjab Chief Minister Maryam Nawaz has formally launched five major road network projects under the Public-Private Partnership (PPP) Authority, handing over their construction, operation, and maintenance to the private sector. The chief minister performed the digital inauguration of the flagship initiative in Lahore, marking a decisive structural shift toward self-sustaining civic infrastructure across the province.

Under the concession framework, the selected private partners will be entrusted with managing traffic flow, toll collection, road safety enforcement, and high-standard surface maintenance along five critical transport corridors. Provincial authorities noted that leveraging private capital will significantly ease the financial burden on the public exchequer while ensuring international quality standards for commuters. Officials from the Communication and Works Department affirmed that digital tolling and automated monitoring mechanisms will be integrated across all five arterial routes to ensure transparency and seamless travel.

The move reflects the provincial administration’s broader economic playbook aimed at unlocking alternative revenue streams without relying solely on traditional public sector development funds. By engaging private developers through transparent bidding, the government expects to cut chronic maintenance delays, reduce road accidents, and foster regional trade corridors that link industrial clusters with primary commercial hubs across central and southern Punjab.

Following the digital launch, technical teams and concessionaires are scheduled to mobilise on-site operations immediately, with key performance benchmarks tied to safety audits and pavement durability. The Punjab PPP Board has also been tasked with preparing a secondary pipeline of transit and logistical projects to attract further institutional and international investment into the province’s transport network over the coming fiscal year.
