Senate Panel Advocates for Equal Resource Control Between Provinces and Federal Govt

ISLAMABAD: A parliamentary panel has called for provinces to receive half the profits from oil and gas companies, emphasizing the need for a proper mechanism to ensure joint control over natural resources between the federal and provincial governments. This demand was made during a meeting of the Senate Functional Committee on Devolution, chaired by Senator Zamir Hussain Ghumro, to discuss provincial shares in federal services and the implementation of Article 172(3) of the Constitution.

The committee highlighted that despite the passage of 16 years since the 18th Constitutional Amendment, a comprehensive framework for the equitable management and revenue distribution of natural gas and petroleum resources remains unrealized. Members expressed dissatisfaction with the ongoing procedural delays from the Ministry of Petroleum, noting that repeatedly referring devolved matters to the Council of Common Interests (CCI) without tangible progress undermines legislative intent.

This situation raises significant concerns regarding the equitable distribution of resources, which could impact provincial economies and governance. The lack of a clear framework for joint management could lead to further tensions between the federal and provincial governments, affecting the overall stability and development of the regions.

Looking ahead, the committee plans to convene further meetings to address these issues and push for the establishment of a functional framework that aligns with the constitutional provisions. Stakeholders are urged to prioritize the resolution of these matters to ensure fair resource distribution across the country.
