SECP Issues Guidebook to Strengthen Anti-Terror Finance Controls

ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) has released a comprehensive Guidebook on Targeted Financial Sanctions (TFS) aimed at bolstering measures against terrorist financing and other illicit activities, thereby protecting the integrity of the nation’s financial system.

The guidebook outlines practical steps that regulated entities must undertake to comply with TFS requirements, including screening customers and beneficial owners against relevant sanctions lists, assessing potential matches, and promptly freezing the funds and assets of designated individuals and entities. It emphasizes the importance of clear internal procedures, regular screening, meticulous record-keeping, staff training, and robust compliance controls.

This initiative follows a series of awareness sessions conducted by SECP in collaboration with the National Counter Terrorism Authority (NACTA), aimed at enhancing understanding of TFS among regulated entities. The SECP encourages these entities to utilize the guidebook to review and fortify their existing compliance frameworks.

As Pakistan continues to navigate the complexities of financial regulation and international scrutiny, the implementation of these guidelines is expected to significantly enhance the country’s efforts in combating terrorism financing. Stakeholders are urged to remain vigilant and proactive in their compliance efforts to ensure the effectiveness of these measures.
