PSP Officer Ordered to Refund Rs8.69 Million for Incomplete PhD Studies
ISLAMABAD: The Establishment Division has mandated that Nadeem Hussain, a Grade-19 officer of the Police Service of Pakistan (PSP), return Rs8,689,890 to the national exchequer due to his failure to complete a PhD program within the allotted study leave period. Hussain was granted leave from September 1, 2019, to July 19, 2022, to pursue his doctoral studies but did not fulfill the requirements.
This decision underscores the accountability measures in place for government officials who receive public funding for education. The Establishment Division’s directive reflects a commitment to ensuring that taxpayer money is utilized effectively and that public servants adhere to their commitments.
The implications of this ruling extend beyond Hussain, as it sets a precedent for other government employees regarding the importance of completing educational programs funded by the state. It raises questions about the management of study leaves and the expectations placed on public servants to deliver results.
Moving forward, it remains to be seen whether this case will prompt a review of the policies governing study leaves and funding for higher education among government officials. The Establishment Division may also consider implementing stricter guidelines to prevent similar situations in the future.
