FBR Mandates Sales Tax Invoices for Advance Payments to Enhance Compliance

ISLAMABAD: The Federal Board of Revenue (FBR) has announced that sales tax invoices will now be mandatory for registered taxpayers receiving advance payments for future supplies. This new regulation, effective immediately, aims to streamline tax compliance and enhance transparency in financial transactions.

The procedures, outlined in SRO2063 of 2026, stipulate that taxpayers must declare the output tax in their returns for the tax period in which the advance payments are received. This move is expected to improve the tracking of tax liabilities and ensure that all transactions are properly documented.

Under the revised rules, taxpayers who receive multiple advance payments for a single supply are required to issue separate invoices for each payment, linking them electronically to previous invoices. This ensures complete traceability of transactions and prevents any potential tax evasion. Furthermore, a final sales tax invoice must be issued upon the actual supply, referencing the earlier advance payment invoices, while avoiding double taxation on amounts already accounted for.

Taxpayers must ensure that their invoices include all particulars as prescribed under Section 23 of the Act. This regulatory change is anticipated to have significant implications for businesses, as it will require them to adopt more rigorous accounting practices and maintain detailed records of their transactions.
